There are many small contractors who are willing to forgo permitting a water heater installation when one is required. Pulling permits and dealing with city inspectors (who often have widely varying interpretations of plumbing code) can be time consuming.
However, water heaters are considered the most dangerous appliance in the home – there is more property damage and safety concerns related to your water heater than any other appliance in your home. For this reason, most jurisdictions require that you pull a permit and have an inspector review the installation.
And, if your water heater was not permitted and inspected, your insurance company can decline a claim if the heater leaks and causes property damage. You may be able to save a few hundred dollars by having a water heater installed illegally. But, in the long run, for your safety and to prevent thousands of dollars of possible property damage, we highly recommend you only work with contractors that are committed to doing the work legally.
