The city of Vallejo currently requires a permit for replacement of a water heater. If you wish, we will obtain the permit for you and still provide same day service. If you prefer to obtain the permit on your own, that option is available. Regardless of how you handle the permitting, we make sure your water heater is installed the same day.

When installing your water heater,we are legally required to perform a site survey and inform you of areas where the water heater may not comply with the California Plumbing Code. If we obtain the water heater replacement permit, which we do in most cases, it will be sent to you.  Once you have the permit you must make arrangements for an inspector for the water heater installation.

The California Plumbing Code has requirements for items that are enforced differently between cities and also between inspectors. As licensed contractors, we are required to inform you of the requirements of the state of California and try to clarify which items are enforced in your jurisdiction. This will allow you to make decisions on the work done based on accurate information. Following is a list of requirements regularly enforced. NOTE: We try to keep our information current; however your installer will have the most recent information.

Approved Location – CA Plumbing CodeRegulations prevent bedrooms, bathrooms, or closets (unless sole use) from being used as water heater locations. This regulation is in place to prevent accidents and/or contact with CO (Carbon Monoxide) that is emitted in small quantities from (gas) heater vents. This is enforced by Vallejo at this time.

Earthquake Straps – The California Plumbing Code requirement that water heaters have earthquake straps on the top third and bottom third of the tank is enforced in Vallejo. As California is an earthquake zone, the requirement is enforced for your safety.
 
Venting – Gas combustion water heaters generate carbon monoxide and require correct venting. The size of the vent will be determined by the size of the water heater. Any combustible/flammable surfaces must have good clearance from the vent if the vent material gets hot. Currently, Vallejo is enforcing this.

Pans and Drains – A water heater located on a built-in platform or in an inside location could cause water damage through leakage. To prevent this, the CA Plumbing Code requires a pan under the tank with an attached drain line running to the exterior. Vallejo requires the drain line to run to the exterior.

Pressure and Temperature Relief Drain (“P&T Drain”) to the Exterior – The P&T relief drain must be run to the exterior to prevent accidental scalding when the P&T relief is discharging. This is currently enforced by Vallejo. However, in cases where piping to the exterior isn’t possible, a Watts 210 valve may be substituted. Vallejo does not allow this.

Dedicated Water Shutoff – A dedicated water shutoff ensures that you always have water, even if your water heater is being serviced. Water can be shut off to the water tank but is still available in the rest of the house. Vallejo enforces this item.

Pipe Insulation – Pipes are required to be insulated if they are exposed in unconditioned space. This is a requirement of the CA Plumbing Code and is enforced in Vallejo.

Bonding –If the plumbing is near the electrical wiring, your water and gas pipes must be grounded. By bonding the pipes with 6 awg wire and clamps, you can successfully ground all the pipes. This is required to prevent degraded wires from energizing your pipes – a dangerous situation.  Inspectors in Vallejo are currently enforcing this requirement.

Sediment Traps – Sediment traps are located on gas lines that run to the water heater. The trap catches moisture and debris that gets into the line. The debris is prevented from entering the combustion chamber of the water heater.  Currently, Vallejo enforces this.

Items Not Currently Being Enforced by Vallejo

Sometimes we may do work in your home that the inspector feels was unnecessary. We try to keep our requirement list up-to-date, however we advise you to talk to your technician. He will have the most recent information.  Although these items are required by code, they are not being enforced by inspectors in Vallejo.

Pressure Regulating Valves – While replacing your water heater, we will also test your water pressure.  If it is over 80 PSI, the CA Plumbing Code requires that you install a pressure regulator to reduce your water pressure and prevent damage to your plumbing system. High water pressure may damage your fixtures and appliances as well as your water heater.  If we find your water pressure is high, we will let you know so you can evaluate your options. Vallejo inspectors do not currently test for this nor enforce the requirement.

Grease Pack Gas Valve Replacement – While inspecting your water heater, if we find a grease pack valve we recommend that you have it replaced. As grease pack valves are well-known for failure they are no longer approved. The CA Plumbing Code requires that you be made aware of this. Vallejo is not currently enforcing this item.

Expansion Tanks - Expansion tanks are required by the CA Plumbing Code for a “closed system”.  This is a plumbing system with a backflow preventer between your house and the water main.  Heated water will expand by about 2% and cause pressure build-up. There is a rapid drop in pressure if a faucet is turned on causing wear on the plumbing, fixtures and water heater. We recommend using expansion tanks on closed systems. We have removed a number of tanks in the Vallejo area that were only five or six years old when their useful life should be 10-12 years. Vallejo is not enforcing this code.
