Code Enforcement in Antioch
When your new water heater is installed, we are obligated to do a site survey. We will inform you if your water heater is not compliant with the California Plumbing Code. Once you obtain the permit (which we will pass on to you if we apply for it), you must arrange for an inspector to come out and evaluate the installation. Approved Location – Most water heaters cannot be located in bedrooms, bathrooms, or closets (unless used solely for the water heater). This CA Plumbing regulation is in place to avoid accidents and prevent human contact with Carbon Monoxide (CO) that spills from gas heater vents in small amounts. Antioch currently enforces this. Earthquake Straps – Water heaters must have earthquake straps on the top third, as well as the bottom third, of the tank. This is a California Plumbing Code requirement which is enforced for your safety in the city of Antioch. Venting – Proper venting is required for gas combustion water heaters. This type of water heater emits carbon monoxide (CO) as part of the combustion process. The water heater size will ascertain the vent size. If the venting material tends to get hot, you must ensure there is adequate clearance from any combustible/flammable area. Currently, Antioch actively enforces this. Pans and Drains – The CA Plumbing Code requires that a pan be placed under your water heater if it is situated in an interior location or located on a built in platform. Potential damage could occur through leakage; therefore a drain line must be attached to the pan and run to the exterior. In most cases this drain is required by Antioch. Pressure and Temperature Relief Drain (“P&T Drain”) to the Exterior – To avoid accidental scalding while the P&T discharges, the CA Plumbing Code requires the P&T drain be run to the exterior. This requirement is enforced by Antioch. Pipe Insulation – Pipes that are not insulated but are exposed to unconditioned space are required to be insulated. This is presently enforced in Antioch. Bonding – Asthe California Electric Code requires that your water and gas pipes are grounded you can successfully ground all the pipes by bonding them with 6 awg wire and clamps. This regulation is required because often the plumbing is built near electrical wiring which could deteriorate and energize your pipes. Inspectors in Antioch currently enforce this. Sediment Traps – Sediment traps are found on gas lines running to your water heater. The trap catches moisture and debris and prevents it from entering the combustion chamber of the water heater. Antioch presently enforces this.
Items Not Currently Being Enforced by Antioch There may be times we perform work that the inspector will say was unnecessary. Although every effort is made to keep our requirement list updated, we advise you to talk to your technician who will have the most recent information. The following items are required by code, but are not being enforced: Pressure Regulating Valves – The CA Plumbing Code requires a pressure regulating valve to be installed if your water pressure is over 80 PSI. We will test your water pressure when we are replacing your water heater and let you know if it is high. Very high water pressure can damage your fixtures and appliances as well as your water heater. We have observed that Antioch inspectors do not test for this nor enforce it at this time. Grease pack Gas Valve Replacement – Grease pack valves used to be utilized regularly for water heaters. However, the California Plumbing Code no longer approves their use due to a high failure rate. We are required to check for this valve when inspecting your water heater and advise you to have it changed if we find one. This item is not enforced by Antioch at this time. Expansion Tanks - Closed plumbing systems are required by the CA Plumbing Code to have an expansion tank. ‘Closed systems’ have backflow preventers between the houses and water main. A ‘closed system’ can have problems with water pressure that could damage your fixtures and plumbing, with the possibility of premature failure of your water heater. The use of an expansion tank is recommended by manufacturers and required by the CA Plumbing Code. We have seen many water heaters needing early replacement due to problems with ‘closed systems.’ This problem can take four to six years off the expected life of your water heater. Antioch does not enforce this requirement. |
